Global Green Certificate Landscape Reshaping: China’s Green Certificates Break through the “Carbon Barrier” and Win International Discourse

On April 28, at the second quarter press conference of the National Energy Administration 2025, Pan Huimin, deputy director of the Department of New and Renewable Energy, announced that “RE100 unconditionally endorses China’s Green Certificates”. This is a major achievement of the continuous improvement of China’s green certificate system and the unremitting efforts of all parties since 2023.
This news quickly attracted great attention from the society.
RE100 is an international non-governmental organization that advocates green power consumption and has a significant influence in the international green power consumption field. RE100 recently made it clear on its official website that companies do not need to provide additional certificates for the use of China Green Certificates.This means that the world’s largest green power consumption initiative officially recognizes the uniqueness of the environmental attributes of China’s Green Certificates(GEC). This five-year “tug-of-war” over mutual recognition of green certificates has not only rewritten the rules of global green trade, but also allowed China to grasp the right to make rules for the first time in the carbon-neutral track.
From “questioning” to “Benchmarking”: The Five-Year Battle for China’s Green Certificates
·Policy combinations: In 2023, the three ministries and commissions will jointly issue a document to establish the green certificate as the “unique environmental attribute certificate”, prohibit the duplication of uniform electricity volume to apply for the green certificate, green electricity or CCER, and realize automatic cancellation of rights and interests in the write-off system.
·Technology breakthrough: Shanghai piloted blockchain traceability, realizing transparent traceability of the whole chain of power generation-transaction-write-off, and the granularity of data reaches the international mainstream standards(e.g.EU GOs).
·Transaction volume blowout: China’s green certificate volume exceeds 100 million in 2025, with a market size of 30 billion yuan, an increase of more than 20 times compared with 2023.
·Price bottoming out: the unit price of green certificates has soared from RMB 10 to RMB 25, and Tesla Shanghai factory realizes the premium price of “Zero Carbon Vehicle” through the procurement of green certificates.
From being questioned to being recognized, China’s green card has completed the leap from local practice to international standards in five years, which favorably demonstrates the authority, recognition and influence of China’s green card in the international community, and will greatly boost the confidence of China’s green card consum ers.
