This year's Government Work Report has taken "improving the policy and standard system supporting green and low-carbon development" as a key measure to accelerate the development of green and low-carbon economy, which reflects the importance of green standard system construction in promoting the development of low-carbon industries. Green standards are an effective means to drive carbon reduction and efficiency improvement: they set access red lines to force backward production capacity out, rely on technical specifications to guide clean investment and innovation, and reduce green trade barriers through international mutual recognition systems. Green standards refer to the rules and requirements formulated by the government or industry organizations to regulate and restrict the performance of products, technologies, services, processes, etc. in terms of environmental sustainability, aiming to promote the transformation of economic activities and consumption behaviors towards a more environmentally friendly and sustainable direction. They are mainly divided into three categories: national standards, local standards, and industry standards.

Green standards provide technical directions for promoting the development of low-carbon industries, offer market traction for it, provide industrial guidance for it, and serve as institutional guarantees for it.

In practice, the following requirements should be grasped to accelerate the development of green and low-carbon industries by continuously improving the green standard system:

1、Coordinate multi-level standards to achieve complementary advantages.

2、Promote the joint construction of green standard systems by the government and market entities.

3、Expand the coverage and technical specification depth of green standards.

4、Deepen the collaborative linkage between green standards and environmental policies.

5、Improve the level of international alignment and mutual recognition of green standards.
