The recently held State Council executive meeting considered and adopted the Action Program for Green and Low Carbon Development for the Manufacturing Industry(2025-2027).The meeting proposed to promote the green and low-carbon development of manufacturing industry is a general trend, to accelerate green science and technology innovation and the promotion and application of advanced green technology, to strengthen the green color of the new industrialization; to promote the depth of the green transformation of traditional industries, combined with the implementation of large-scale equipment renewal and other policies, and actively applying the advanced equipment and technology, to accelerate the green and low -carbon transformation of industrial structure and promoting the green and low-carbon transformation and upgrading of traditional industries have become the proper meaning of the topic.
All the time, China has been actively development green and low-carbon industries, vigorosly promoting energy conservation and carbon reduction, coordinating the safe and stable supply of energy and green and low-carbon development, and accelerating the development and utilization of non-fossil energy. A series of policies have been introduced to map out the development of green and low-carbon industries. To further accelerate the green and low-carbon transformation of the industrial structure, and to form a spatial pattern, industrial structure, mode of production and way of life that saves resources and protects the environment, we should also implement policies in a prudent manner, and play a “concerto” for the development of green and low-carbon industries.
· At the policy level: establishing a standard system for carbon peaking and carbon neutrality, formulating standards for accounting, reporting and verification of corporate carbon emissions and product carbon footprints, accelerating the updating and upgrading of energy-saving standards, and improving the renewable energy standard system. Optimize the investment mechanism for green transformation, guide and regulate the participation of social capital in the investment, construction and operation of green and low -carbon projects, and encourage social capital to set up green and low-carbon industrial investment funds in a market-oriented manner.
· Industry level: accelerating the green and low-carbon transformation of traditional industries, promoting energy-saving, low-carbon and clean production technologies and equipment, and advancing the renewal and upgrading of processes. It will actively encourge the accelerated development of new green and low-carbon oriented industries, new business forms and new business models, build a green manufacturing system and a service system, and raise the proportion of green and low-carbon industries in the total economy.
· Consumer level: Forming a green and low-carbon lifestyle, actively carrying out activities to create eco-civilized cities, green and livable villages and towns, and zero-carbon demonstration communities, strengthening the public’s main awareness of practising a green and low-carbon lifestyle, and constructing an information platform for green living. Integrate green concepts and conservation requirements into social norms.
